CSA4 replaces the old buggy CSA2 written in php. It's going to be written in Ruby. We're skipping the number 3, because there was a failed effort of writing a server admin software in Perl with that name. Name originally stood for czaks' Server Admin, maybe it still stands for that, I don't know :P.

- allow users to add and modify their http vhosts
- move most configs into the MySQL database
- fix the buggy code that sometimes loses its database
- make it easily extensible for another facilities like ftp custom accounts
